Across Canada, the world of work is changing, and here in the Shuswap we’re feeling it too. Employers are finding it harder to fill positions, even as unemployment has edged upward. This may seem like a contradiction, but it reflects a bigger shift underway: the needs of the labour market are evolving faster than the workforce itself.
These changes bring challenges, but also opportunities. By understanding what’s happening and working together, we can help build a workforce that’s resilient, inclusive, and ready for the future.
Canada’s labour force is facing many pressures at once. More people are retiring, and while the population is growing quickly—especially through immigration—job creation has not fully kept pace. Many workers are eager to contribute but lack the specific training or credentials needed for the roles that are available.
At the same time, some sectors are short-staffed while others have a surplus of applicants. Healthcare, skilled trades, and construction continue to report persistent shortages, while sectors like retail and food service have more workers than openings. Recent declines have also appeared in professional, scientific, and technical services, along with transportation, warehousing, and manufacturing. This imbalance is especially visible in rural communities like ours, where attracting and retaining workers can be more challenging. Nationally, Canada recorded a loss of 66,000 jobs in August 2025.
In August 2025, unemployment for Canadians aged 15 to 24 reached 14.5%, the highest level since 2010 outside of the pandemic. A surge in Canada’s population, driven by temporary residents and international students, has outpaced job creation. This has intensified competition for entry-level and part-time positions. Additionally, higher interest rates have slowed the economy and led many businesses to scale back hiring, particularly for entry-level roles.
Foreign workers are helping fill critical gaps in agriculture, hospitality, trucking, and health care. They play an important role in keeping local businesses running, while contributing to the economy and community. Recent federal changes are reducing the number of temporary and low-wage positions available, with the goal of prioritizing domestic hiring. These policies are designed to protect opportunities for Canadians, but they also mean employers need to plan further ahead and invest more in developing local talent.
In response to these shifts, both federal and provincial governments are investing heavily in training and workforce development. There are new programs to support upskilling, work-integrated learning, and faster recognition of professional credentials. British Columbia is also expanding training spaces in high-demand fields like health care and trades and aligning education pathways with its ten-year labour market forecast.
Closer to home, these efforts open the door for more local residents to gain the skills they need to succeed. Encouraging young people to explore careers in high-demand fields, providing wraparound supports like transportation and childcare, and helping newcomers transition their skills into local roles will all strengthen our region. By improving job quality, supporting career progression, and ensuring workplaces are welcoming and inclusive, we can make the Shuswap an attractive place to build a career.
Canada’s labour market is at a pivotal moment. Addressing current labour shortages, while also preparing for future demand, will require coordinated action between governments, employers, and educators. By aligning training with labour market needs, supporting inclusive policies, and fostering opportunities for youth, Canada can build a resilient, adaptable workforce ready to meet the challenges ahead.
